The government approved at its meeting on Thursday, 21th of May 2020, the Memorandum between the Ministry of Education and Research and the Ministry of Education of the People's Republic of China on the mutual recognition of diplomas and certificates in higher education.
The objective of the Memorandum is to facilitate the mutual recognition of diplomas, certificates and periods of study in higher education, in order to continue their studies in higher education institutions in Romania and China. Thus, the diplomas issued by higher education institutions - universities, study academies, research institutes, higher education schools - accredited according to Romanian legislation and the diplomas and certificates issued by higher education institutions and research institutes in the People's Republic will be recognized China.
Romania will recognize the following certificates and diplomas from higher education in China: the certificate of graduation of the special education course (Zhuanke), the graduation certificate of the general education course and / or bachelor's degree, the graduation certificate - Master level, the graduation certificate - Doctorate level.
The People's Republic of China will recognize the following diplomas in higher education in Romania:
- for the first cycle of university studies: bachelor's degree, engineering diploma, urban planner's diploma, bachelor's and master's degree, architect's diploma;
- for the second cycle of university studies: master's degree;
- for the third cycle of university studies: doctoral degree.
In order for diplomas and certificates obtained in Romania to be recognized, they must be accompanied by proof of authenticity, issued by higher education institutions, while diplomas and certificates issued by higher education institutions or research institutes in China must be accompanied by proof of verification, issued by the competent central authorities.
We specify that the higher education in Romania is organized in universities, study academies, research institutes, higher education schools, provisionally authorized or accredited according to the law. All accredited or authorized universities also use the European Transferable Credit System and issue the Diploma Supplement.
