National Centre for Recognition and Equivalence of Diplomas (CNRED) was created based on Government Decision no. 49/1999. CNRED is part of the Ministry of Education, having as main functions:

  • recognition and equivalence of diplomas obtained abroad;
  • elaboration of regulations and methodologies regarding the recognition and equivalence of study documents obtained abroad;
  • authentication of the documents issued by Romanian higher education institutions in relation to those states which require either the Hague Apostille or superlegalization;
  • representative of the Romania in relation with EU institutions in the field of academic and professional recognition.

National Centre for Recognition and Equivalence of Diplomas is a member of the NARIC (National Recognition Information Centres of the European Union) network of information centers on recognition of diplomas, an European Commission initiative, which allows a permanent exchange of information among national and international stakeholders with regard to the education system and the legal status of the foreign educational institutions, education background as well as regard to the specific requirements of these institutions.

The Romanian NARIC Center was created on 1st of December 1995 under the Agreement no. 95-PECO-SOC-0019 concluded with the European Commission as part of the Socrates National Agency.

The National Centre for Recognition and Equivalence of Diplomas is:

  • national coordinator for transposition Directive 2005/36/EC on the recognition of professional qualifications;
  • assistance centre for recognition of professional qualifications;
  • legislative area coordinator for IMI PQ Romania and delegated coordinator for Services in education;
  • member of the ENIC (European Network of Information Centres) network of information centers on recognition of diplomas, an initiative of Council of Europe and UNESCO, created based on Lisbon Recognition Convention;
  • collaborates with other national centers for recognition ENIC / NARIC, UNESCO-CEPES, IAU.
