Accredited higher education institutions or establishments, public and private organizations which belong, according to the law, to the national system of research and development, recognize PhD diplomas, issued by:

  • accredited institutions of higher education or research-development institutions from a Member State of the European Union, European Economic Area and Swiss Confederation
  • accredited institutions of higher education or research-development institutions included in the list of prestigious universities from other countries, approved by the Minister of National Education and Scientific Research, regularly updated,
  • accredited institutions of higher education or research-development instittutions subject to international mutual recognition agreements signed at intergovernmental level or Interuniversity level,

only for the purpose of admission to postgraduate programs, achieving habilitation, employment in a research or teaching position at one of the institutions or the units mentioned above, according OMENCS no. 5923 / 06.12.2016 approving the methodology for the recognition of PhD diploma and doctorate title in science or in a professional field, obtained abroad.

C.N.R.E.D. recognizes:

  • PhD degrees obtained from accredited higher education institutions or research-development institutions from abroad for other purposes than those specified for universities
  • PhD degrees obtained from universities in third countries other than those in the list of prestigious universities.

Required documents / Checking documents 

1. Application form - for file submission in physical format

2. The PhD Diploma

  • copy, if the study document is issued in Romanian, English, French, Spanish, Italian language
  • copy and certified translation in Romanian language for the documents issued in other languages
  • for diplomas obtained in Moldova and Ukraine applicants must submit the doctoral thesis in PDF and docx format; disertation papers which are not written in Romanian will be accompanied by a summary in PDF format, in Romanian, English or French; PDF documents will be written on a CD

3. Any other document that may be requested for evaluation purposes if applicable, for example the document which attests the field of study

  • copy, if the study document is issued in Romanian, English, French, Spanish, Italian language
  • copy and certified translation in Romanian language for the documents issued in other languages

4. Identification paper  - copy

  • passport / identity card
  • proof of legal name change - copy  and legalized translation (if applicable)
  • proof of protection in Romania

5. Proof of payment for evaluation fee - 100 lei - paid only by foreign citizens

The fee can be paid in lei:

The fee will be calculated according to the National Bank of Romania official exchange rate on the day of the payment.

Important: The beneficiary's IBAN number along with owner's and employer's name (if applicable) must be referred to on the proof of payment!

Authentication of study documents

1. Diplomas from Moldova do not need any form of authentication. If PhD diplomas from the Republic of Moldova cannot be found at https://ctice.md/verif the applicant must submit an authenticity certificate issued by the competent authorities, in copy;
2. The Hague Apostille is requested for diplomas from countries which are parties to the Hague Apostille, issued by the competent authorities in the issuing countries. The Hague Apostille is requested for diplomas from Italy, Greece, Spain, Portugal and Cyprus;
3. Diplomas issued in countries which are not parties to the Hague Apostille Convention shall be authenticated or accompanied by an authentication certificate from by the competent authorities in the issuing countries:

  • Legalization/Authentication is done by the Ministry of Foreign Affairs from the issuing country, the Embassy/Consular Office of Romania in the issuing country and the Romanian Ministry of Foreign Affairs or by the Ministry of Foreign Affairs in the issuing country, the issuing country’s Embassy/Consular Office in Romania and the Romanian Ministry of Foreign Affairs; for countries where Romania does not have a diplomatic mission or countries which do not have diplomatic missions in Romania, the study documents shall be legalized by the Ministry of Education and the Ministry of Foreign Affairs from the issuing country;
  • Legalization/Authentication exemption is allowed under the law of an international treaty to which Romania is party or on a reciprocity basis.

Evaluation of documents

CNRED evaluate and issue a final decision within 30 working days of the submission of the complete file.
This deadline may be extended in additional verifications or where CNRED submit the file for evaluation to the National Council for Attesting Titles, Diplomas and Certificates (C.N.A.T.D.C.U.).

Issuing the certificate

  • in electronic format, in the PCUe platform, for the requests sent online

  • By courier payment upon reaching destination - the courier service is contracted by the applicant

The certificate  is issued to the holder or  to a person authorized by power of attorney.

Duplicate release 

In case of loss, complete destruction or partial deterioration of the recognition certificate, a duplicate may be issued, if the documents which allowed the issuing of the said certificate are still available in the archive.
For a duplicate to be issued, the holder shall submit a written request, accompanied by the documents listed below: 

  • Photocopy of the document which was granted recognition
  • Photocopy of the holder’s identification document,
  • Proof of payment of the fee of 100 lei for issuing the duplicate - paid only by third-country nationals,
  • Notary statement concerning the classification in one of the situations mentioned above

Appealing procedure

CNRED’s decision can be appealed through the Ministry of Education’s Registration Office or by post, within 30 days from the day the decision reached the applicant.
